Mine Safety and Health Administration Supervisory General Engineer (MEO Manager) in South Park, Pennsylvania


This position is located in the Pittsburgh Safety and Health Technology Center (PSHTC) on the staff of the Chief. The incumbent serves as the technical authority and logistical expert on all MSHA mine emergency responses, including those of a highly critical or complex nature. Incumbent plans and directs Agency (MSHA) mine emergency preparedness and participates in and provides guidance during subsequent accident investigations which are extremely complex and sensitive in nature.


Advises the Director of Technical Support and other high-level Agency officials on a wide range of technical issues during a mine emergency. Provides engineering expertise and analyzes highly complex technical problems associated with mine emergencies. Provides advice on all aspects of mine explosion and fire related issues including firefighting, mine atmospheric monitoring strategies, gas chromatographic and infrared analysis, ventilation during recovery operations, sealing and unsealing operations, inert gas injections and review of re-entry and recovery plans submitted by the operator. Provide national oversight and conducts internal audits of Districts preparedness, emergency equipment, training programs and mine emergency response plans. Recommendations will be made to the Directors and other Agency officials based on audit results and analyses. Develops, conducts and critiques Mine Emergency Response Drills (MERD’s) to simulate actual mine emergencies and provides evaluations and recommendations to appropriate Agency personnel and mine operators. Represent the Agency at national and international conferences and on committees relating to mine emergency regulations, policies and procedures. Deploys Agency resources, including both equipment and personnel during time-critical mine emergencies to insure an efficient and timely response. Coordinate MSHA mine emergency activities with State Officials, labor representatives, and mine operators, as well as other equipment or services providers that may be on site. Formulates and negotiates inter-agency memoranda of understating to facilitate rapid response of emergency personnel and equipment. Directs the analysis, evaluation of testing of new systems, equipment and response techniques to further enhance emergency preparedness. Maintain knowledge and familiarity with state-of-the-art-mine emergency response equipment and technology. Advise high-level Agency personnel of any actions necessary to maintain a high level of readiness within MSHA. Conducts reviews, of major emergency operations and disseminates information to industry, labor and other interested parties. Reviews and analyzes highly technical complex, sensitive and confidential reports. Develops executive summaries and briefing papers for the Center Chief to advise the Director and higher level official and recommends engineer and other optional actions or positons to improve future mine emergency responses and operations and promote enhanced mine emergency operations. Analyzes accidents involving mine fires and explosions for the purpose of identifying issues that have wide-spread implications. Advises high-level Agency official of the findings and offers suggestions or recommendations for proactive prevention of similar events. Manages MSHA’s mine rescue teams, including training and logistical (supplies and equipment) support, and assume mine emergency readiness and preparedness, initiates immediate action to maintain equipment in top operating condition, obtaining the latest technology in mine emergency equipment for the most efficient, expeditious and safe rescue operations. Attends hearings and other meetings with top-level DOL and MSHA officials and officials from the mining community and special interest groups as DOL’s recognized authority regarding mine emergency operations and preparedness nationwide in the mining industry. Makes formal presentations to interested groups, including foreign mining officials. Participates in panel discussions and/or makes statements during public hearing. Testifies as a technical expert witness in hearing regarding mine emergency operations and preparedness at Congressional hearings and briefing, press briefings and criminal and civil court proceedings. Evaluates subordinates’ performance, approves appointments, promotions, awards, and disciplinary actions. Hears and resolves complaints from employees. Refers complaints not resolved at the local level to higher authorities. Effects disciplinary measures such as warnings, reprimands and suspensions. Exercises responsibility for on-the-job safety and health of employees. Initiates efforts conforming to established local and national safety programs, including: identifying and correcting job safety and health hazards, instructing employees on safety requirements for job assignment, reviewing and reporting incidents in accordance with MSHA and Office of Employee’s Compensations procedures, initiating corrective measures for any violations of OSHA standards, and periodically inspecting the workplace. You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.


Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, 14, in the Federal Service.

Specialized experienceis defined as:

(1) Experience in applying requirements of the Federal Mine Safety and Health Act of 1977; Title 30, U.S. Code of Federal Regulations; engineering principles; and widely-accepted rules of thumb to mine emergency responses.

(2) Experience in conceiving, planning, developing and concluding projects such as training drills and instruction in mine emergency operations.(3) Expertise in applying advanced engineering principles and techniques in the area of mine emergency rescue operations, including surface and underground communications systems and related activities in order to apply experimental theories and/or new applications or developments to expand the capabilities of these systems.(4) Experience in testing and evaluating mining equipment and response techniques for emergency preparedness and applying engineer or scientific principles and practices.(5) Experience in analyzing, evaluating and resolving complex technical problems and issues such as identifying training needs,reporting incidents,and techniques to enhance emergency preparedness.


Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

  1. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

  2. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

  3. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
