Supervise and lead professional and technical training in the areas of planning, design, development and delivery for Energy Delivery personnel to enhance employee’s skills, abilities, knowledge and career opportunities. Serves as an operational training and apprenticeship program expert to SMUD business units; provides supervisory oversight to jointly manage the development and maintenance of effective training programs and solutions for the business units; communicates with Energy Delivery business unit teams and management to ensure strategic business objectives and priorities are successfully achieved.

Desirable Qualifications:

  • Previous supervisory or project lead in training program development and course work in adult learning theory, and training program development and evaluation is highly desirable.

  • Seven (7) plus years extensive experience in apprenticeship programs management.

Methods, techniques and concepts of technical training standards and requirements associated with work processes; concepts related to evaluating and recording performance results; characteristics and operational needs of various organizational units; principles and practices of program evaluation; concepts of instructional design and development; policies, procedures and practices related to Energy Delivery; practices of distribution facilities design, construction, operation and maintenance; methods and techniques used to track technical and non-technical skills; methods and techniques of record keeping; methods and techniques of report preparation and writing; techniques and strategies of public speaking; procedures and practices for overseeing employee, contractor’s and consultant’s work activities; safety policies, practices and procedures; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; English usage, spelling, grammar, and punctuation.

BA/BS degree in Adult Education, Public or Business Administration, Psychology or a related field, or equivalent combination of education and experience.


Seven or more years (7+) of progressively responsible relevant work experience in training program design, development, delivery, and/or implementation of complex programs or equivalent leadership experience.


Must possess and maintain a valid California Driver’s License and a satisfactory driving record (not more than two moving violations in the last two years).

Major Duties & Responsibilities:

  • Directs the work of subordinates in a functional unit and maintains staffing levels and work quality in order to meet defined objectives and assigned unit responsibility by interpreting and executing SMUD policies and procedures that affect subordinate units; recommending modifications to operating policies; overseeing and evaluating work of employees who exercise independence in their assignments; hiring, firing, training, coaching, mentoring and developing subordinates; advising units on tasks and operations as required to solve complex problems; ensuring staff safety and prevention of personal injury and equipment loss; and acting to ensure operational schedules and budgets are met.

  • Ensures that the enabling processes are staffed with the training resources with the right knowledge and skills to perform the work safely, accurately, effectively and efficiently; providing the resources through hiring, training and development of SMUD employees or contractors.

  • Provides leadership and oversight of SMUDs apprenticeship programs. Serves as subject matter expert on all apprenticeship related topics. Manages and maintains strong relationships with the California Department of Apprenticeship Standards and The US Department of Labor. Develops, coordinates and implements regulatory compliance programs as related to the DAS, DOL and SMUD apprenticeship standards (i.e. program updates, self-audits, curriculum review etc). Serves as chair of the Joint Apprenticeship Standards Committee.

  • To provide subject matter expertise on state and federal grant compliance, administration, and management. Working with stakeholders to develop and/or update grant policy and procedures. Facilitate project management and support personnel training on grant compliance, administration, and management. Works with SMUD internal and external auditors to facilitate grant and compliance audit programs. Conducts regulatory assessments of department procedures and implements a proactive program to achieve and maintain compliance while achieving necessary business objectives.

  • Advises Sacramento Power Academy (SPA) / SMUD staff in the application for available Federal, State and Other grants. Prior to application submittal, serves as independent review of risks and notifies senior management of potential impact to SMUD.

  • Tracks and coordinates the administration of Power Academy grants. Updates and modifies as appropriate the SMUD system(s) for the management of grant funds that ensures all grant requirements are met. Assists Power Academy/SMUD staff with the tracking and reporting for curriculum development / updates and equipment purchased with grant funds.

  • Supports SMUD’s training programs by overseeing the design, development and delivery of training courses; reviews, evaluates effectiveness of training; plans, coordinates, prioritizes, monitors, and guides work activities with work-unit staff to meet established objectives and deadlines by following established policies and precedents; promotes staff safety and a safe work environment.

  • Implements the business unit’s learning strategy in collaboration with the Corporate Learning Strategy, focusing on safety, regulatory requirements, competency assessment, skill gap analysis, program management, training effectiveness, and evaluation of assigned employee groups and comprehensive curriculum. Supports adherence to SMUD’s training and development policies and standards.

  • Assesses the need for new training programs or enhancements by evaluating the effectiveness of current programs; consults with leadership and staff to ensure training is meeting departmental needs; evaluates training programs to ensure quality standards are met; evaluates and incorporates new technology into curriculum; develops and monitors performance measurements, metrics and performance plans.

  • Performs related duties as required.
