Roles & Responsibilities

In summary, the scope of the Strategic Management Consultant role is as follows:

  • Provide broad-based strategic management services related to strategy formulation, portfolio and programmatic resource planning and mission accomplishment, and the alignment/assessment/integration of resources in support of the NSA strategy consistent with the federally managed PPB&E.

  • Provide support including but not limited to gathering and researching strategic, programmatic and mission information, conducting analysis on this information, providing insights and reporting on findings.

  • Draft, coordinate, and prepare for approval the review of oversight strategy, plans, and guidance documentation for the purpose of determining potential impact on existing and emerging agency strategy, projections, plans and guidance;

  • Provide support to the PPBE documentation process to include the generation of Congressional Budget Justification Book (CBJB)/Congressional Justification Book (CJB) Narratives, Midyear and End of Year documentation as well as the development of Corporate, ODNI/DoD and Congressional presentations/briefing materials and recommended/draft responses to various queries describing and justifying resource requests with overseers and decision makers.

  • Generate statistics and analysis from government provided data for use by Investment Portfolio and Directorate organizations in support of strategy assessment, resource alignment and utilization and other PPBE, strategy, and resource related requests.

  • Provide graphical representations/characterizations of strategy alignment, resource allocations and gaps, and mission initiatives, accomplishment or deficiency, for use at Leadership Off-sites and senior-level leadership meetings.

Education, Experience, & Skills

  • Currently possess an active DoD TS/SCI clearance with C/I Polygraph and eligible for Full Scope Polygraph

  • Bachelor?s degree or higher degree is required.

  • Four (4) additional years of experience in strategy management and planning development will be accepted in lieu of a Bachelor?s degree.

  • A Graduate or higher degree will be accepted in lieu of two (2) years of overall experience.

  • Shall have eight (8) or more years of experience in strategy management and planning development, to include at least four (4) years of combined experience demonstrating a broad representation of the following; Federal Government Planning, Programming, Budgeting, and Execution; large organization Strategic Management; Process definition, deployment, and improvement; Program analysis and evaluation; Facilitation and decision analysis; and Legislative process and Congressional relations

  • Must have successful experience providing mentoring, coaching, and consulting with junior to mid-level leaders of large, complex organizations, and must demonstrate an ability to lead, plan, and manage complex tasks with daily client interaction, delivery of presentations on complex subjects, and facilitation for strategic level meetings with senior client personnel.
